I don't know about other cars but my steering Momo wheel in particular and passenger side has creases in it that are designed to fail so they basically flip up. Otherwise airbags would kill every time they go off.

The problem from what I understand is when the airbags go off in these cars is they are brittle and shoot out shards from the inflation mechanism.
